OVERVIEW
***Currently Anticipating the 121st Hunger Games***

The Hunger Games is a harsh place for the poor twenty-four tributes that are reaped into the arena. You have been warned. The tributes will have to deal with consequences among life and death situations. None of what the gamemakers do is personal, it is based on what they see and how they interpret it. The Gamemakers intervene whenever they please and at a whim whether a rule has been broken or not. Please be sure that if you are not prepared to have your character die and be punished in the process, DO NOT enter the Hunger Games.

There will always be twenty-four slots in the Hunger Games and always ONE winner. Depending on how many interested members we have in the games, at the admins discretion, there could be the possibility to play two tributes. However, most will play one.

Activity expectations of the games is higher than that of the General Board expectations. We celebrate that people have lives outside of the board and completely understand, however if you find you don't have the time to dedicate to development of a character in the games, please enjoy other parts of the site. We loosely expect that tributes will be posting at least every other day. PLEASE keep this in mind, or there will be harsh in-game consequences for the tribute. This also means that your character must be in a thread within 24 hours of leaving one. This includes within 24 hours of the anthem to be in a NEW DAY thread.

PREGAMES

We highly encourage our members to try and play through the reaping, train, and parade in chronological order before entering the other parts of the pregames. However, we do understand that all teams move at a different activity level. It is just a strong urging.
Day One: Reaping, Train, & Parade
    Day Two: Training
    Day Three: Training & Spars
    Day Four: Training & Simulations
    Day Five: Training & Interviews
Day Six: Training & Gamemaker Sessions
Day Seven: Training & Score Announcement
Day Eight: Send Off & Bloodbath (at noon)
REAPING
***Anticipated Reaping Date - TBD***

Step One. There will be an intent list posted, which is on a first come, first serve basis. This allows members to develop the character well before the reaping even happens. We highly encourage out of game activity and events. The application must be accepted before reserving a spot on the intent list.

Career Tributes: Career Tributes: Please understand that these tributes are chosen in a different way than in other districts. They are volunteers with One, Two, and Four having different ways of how they choose. Please review the district protocol, message with the current mentors, and then write up the application. We will require an accepted application and a thread with three replies by the potential tribute with a mentor or trainer to go on the intent list. Please read Here or speak with an admin.

Step Two. The Reaping posts will be set on a certain date. Tributes must reply in that thread to accept that they have been reaped. You will have one calendar week to complete this claim or the character will be removed from the intent list and another may take the place.

Step Three. You may post a separate thread in the Reaping Forum to have the meeting with their family before hopping on the train. Or they may go straight to the train. And off the Capitol they go!

TRAIN

The tributes go from the Reaping and Justice Building on to the Train where they go and greet the escort and mentors. This thread is usually, preferably started by the mentor or escort. The train ride lengths are as follows:
    D1: 1 hour
    D2: 20 minutes
    D3: 8 hours
    D4: 3 hours
    D5: 3 hours
    D6: 2 hours
    D7: 8 hours
    D8: 10 hours
    D9: 1 hour
    D10: 1 hour
    D11: 5 hours
    D12: 10 hours
PARADE

The Reaping is in the morning and the train rides are long for the outer districts, even at a high rate of speed. The parade is late at night and the first presentation of the tributes. We hope that tributes get to take the time to have a beautiful, one of a kind outfit to present while they ride in chariots to soon meet the President and his speech late at night. Tributes are expected to begin their parade threads promptly, please check to make sure your district partner has not already created your districts parade thread. We encourage tributes to, if they have an active stylist, to reach out to them to begin this thread instead.

APARTMENTS

This is a skyscraper that is connected by a skywalk to the training center. There is a floor for every district, starting with District One on floor one, District Two on floor two, and so on. There are strict rules about this building maintaining the separation between the districts. If anyone is caught on the wrong floor, there could be repercussions in the games. There are cameras nearly everywhere. This is a game show to the Capitol.

TRAINING CENTER

The training center is across a skywalk. It is a huge facility with many different stations. There is a challenge course, weapons, and survival areas all separated throughout the building. It is highly guarded with trainers and peacekeepers littered everywhere. Violence between tributes before the games is strictly forbidden. There is also a mess hall where the tributes can eat lunch together, multiple conference rooms that are able to be used if mentors and allies want to meet, and a lounge for a casual setting to rest.

INTERVIEW

This interview is completed for all of Panem to view and get to know the tribute. There is the option to use our NPC Sebastian Graves and solo-quest the interview (i.e. a one-shot post of your interview). There are also the options of roleplaying it out with other players on the board.

GAMEMAKER SESSION

The gamemaker session is the last formal event that the tribute must complete before heading into the arena. Here they are to showcase a skill to the gamemakers to earn a score between 1-12. As the gamemaker sessions are the pivotal point in deciding character odds (used to decide available donations) we ask that tributes post a substantial amount (approx. 500-1000 words). Players are advised that they only have 10 minutes to display their chosen skill, so posts should reflect this time restriction.

BLOODBATH

The bloodbath will commence at noon (or, 12pm) on the Eighth day of the pregames. This will be the first thread of the games. It will automatically include everyone, meaning you may attack any tribute participating in the games on your first post. A poll for the most appropriate bloodbath times will be posted. The majority answer will be the time and day of the bloodbath.

Tribute’s position around the cornucopia will also be posted, along with a list of weapons, bags and items your tribute can pick up. Once weapons, bags or items are collected, admin will write in weapon damage (and any special specs), and the contents of any bag collected.

In the tribute’s first post they may do ONE of the following:
Pick up a weapon, bag or item.
Attack a fellow active tribute in his/her quadrant
Kill an NPC in his/her quadrant
    Roll defense
    Switch Quadrants

NPCs will be played by admins in first round and will pick up a bag at the end of the rotation. This bag can be looted upon their death.

QUADRANTS
In the bloodbath, there are 4 quadrants - red, blue, yellow, and green. There are designated goods in each of these. When attacking you can be short or midrange in your current quadrant and long to the ones to each side. You must take a turn to switch quadrants to then attack that tribute there.

*Note: More bloodbath rules are posted in the Cornucopia when it is posted for the games.

TIME

Each In Character Day will last one Out of Character Week. The anthem will be posted Sunday Nights at 3pm Central (9pm GMT).

Each character must be in a thread within 24 hours of the anthem noting the new day and morning in the subtitle.

FOOD & DRINK

You must eat once and drink once per day. However, if you have the time and supplies to eat more you may roll for HP recovery from eating or drinking more. A roll of 1d20 per meal/drink that is extra. Please do this roll in the post where the extra has been consumed - and be sure that you have already claimed your one drink AND one food for the day. YOU MAY ONLY DO THIS TWICE PER IC DAY.

Damage for not eating -30, damage for not drinking -50. Two consecutive days of not drinking or eating = death.

TRAVEL

Every arena will have a map where the travel rules will be shown. We highly encourage to read through all of the instructions with each individual arena because of the nature of creativity, one might be small and easy to travel to all places in a day, whereas another might be larger and a tribute couldn't get very far. If the standards of the particular arena aren't being met, there will be consequences.

Each thread should have an entrance, a development post(s), and an exit for each tribute. Unless there are specific rules to the particular arena negating this. IE. stairwells in the 120th Haunted Castle. You make take as little amount or as much time as you want in a location OOC timewise, but keep in mind if the gamemakers thing the tribute is rushing away from others... well something might happen.

SEARCHING

There will be a 1d3 search in all arenas. A roll of 1 is a success. If there is a success, a tribute can pick one of the obvious freebie like items from the environment or take a chance on bigger and better mystery items as listed. A 2 will be a success for something that is specific to the arena. And a 3 is a Fail. You can search TWO times a day, these searches must be in two different threads.

Examples from a Forest Arena
    Freebies: Kindling, wood, leaves, berries
Mystery: Item 1, Item 2, Item 3 (possibilities being medication, water, food, karma, mutt, useless items)
PER POST

The most common question in the first games was about how many things your tribute could do per post. I hope that this breakdown will help everyone!

Entrance Post: A tribute can enter a thread and eat something they have in their hand, they could drink something they have in their hand while they move. They could attack using a mid-range or long-range weapon. Or they could move to short range on an enemy without attacking. They could also start searching the area. A good rule of thumb with entrance posts is to think about what your tribute could do while actively moving.
CANT DO: Attack using short range weapon, hide, use medical supplies, craft an item

Middle Post: Pretty much anything can go here. I think the main question is how many things can they do in that one post.
    Eat
    Drink
    Eat & Drink
Medical Application (all of one type. feel free to apply all your bandaids, but if you want to use VITALITY or skin graft, make another post)
If you read this - PM or Skype Issy Happy October.
    Attack in the correct range
    Move one range and attack
    Move two ranges
    Craft an item

COMBAT

"Some weapons are not to be handled by everyone, they depend on tribute's physicality. A sickly boy from eight cannot use a mace or a rapier that requires finesse, for example."

Combat is the only threads in the Games that must go in posting order. It will go in the order of attacks, if you have questions - ask an admin. If attacked, the tribute has 24 hours to respond Sunday after anthem through Thursday night 11:59pm CST. If attacked, the tribute has 12 hours to respond Friday 12:00am to the anthem.

Mutts will attack 24 hours from its previous attack, no matter if everyone has gone in the post order. If everyone goes, the mutt will go again and start counting 24 hours from that new time.

Armor Class (Miss Level): As assigned during Gamemaker Session. Dependant on tribute age/height/weight/and attributes chosen. Default AC of 9 during pregames spars .

Stuns: Multiples of 11 in “Attack” rolls

Disarms: Multiples of 11 in “Defense” rolls

Unarmed Roll: 1d??, i.e. 1d12 (12 year old), 1d(18+5) (18-year-old career).
Rolls between 1-5 are a miss for unarmed attacks. Max rolls will be between 12 and 18 depending on the age of the tribute, so 1d(age). Careers (always, or almost always, are 18-year-olds), will have an additional 5 added to their max roll, so 1d(age+5). Unarmed Rolls are not affected by Armor Class.

Defense Roll: Roll the dice using defense (based on weapon or unarmed) in place of attack. This counts towards the next attack on the tribute and then is void.

Damage Over Time (DOT) Roll: Roll is dependent on the strength of the DOT item in question. DOT items must be prepped/applied to a weapon in a post, with a roll of application.

Flee: [roll*]1d2[/roll] – 1 is successful. Can roll for flee as many times as they want.

Hiding:
[roll*]1d3[/roll] – 1 is successful. 2 hidden, but can be found with a search roll. 3 fail. You can roll for a hide once a day.

Search:
[roll*]1d3[/roll] – 1 & 2 being successful.

Proximity:
In a given thread, each tribute has a position relative to the tributes around them. There will be three range fields:
- Short Range
- Mid Range
- Long Range
Tributes are able to move one range field, and attack, or two range fields without an attack. This allows for differences in attack styles using short-range, mid-range and long-range weapons.
It is suggested that tributes use their own judgement determining proximity to existing individuals in a given thread. If admin feel this is being misused, gamemaker intervention will occur.

Please write something like...
Proximity to X: Short/med/long-range
In your inventory, so people can keep track of movements to and from fighting characters! The above should be in your inventory PER fighting character!

Weapon Classification

Each weapon has a class. The class a specific weapon has, is relevant to the ideal proximity they should be in during a fight. For example, a long-range weapon, such as a long bow, works in its best form, when that tribute is in a long-range proximity towards their opponent. However, a person with a long-range weapon class, can attack when they are in closer proximity to their opponent. However, for each proximity level that is away from the “ideal” range for a specific weapon class, with result in a -10 for that roll. E.g. a long-range weapon firing in mid-range to the opponent will result in 1d??-10, and when it is fired in close range, 1d??-20. However, this does not work in reverse. For example, if a mid-range weapon, fired in the long-range proximity to their opponent, the shot would miss.

Short Range Weapons Examples: Longswords, Battleaxes, Pikes, Polearms, Scythes, Halberds, Sparths, Bardiches, Poleaxes, Mauls, Becs de Corbin.

Mid-Range Weapons Examples: Throwing knives, Throwing Axes, Spears, Slingshots, Shortbows, Bolas’, Shurikens.

Long Range Weapons Examples: Crossbows, longbows, Dart guns.

Multi-range Weapons: Some weapons can be used are more than one range. Examples of these can include: Shurikens and Slingshots. For example, a slingshot can be used both in short and mid range proximities, and thus does not need to take the -10 reduction for their attacks in these two proximities.

Some weapons may have exceptions to these rules, however, these exceptions will not be stated until after the weapon is picked up.

Ammunition

Tributes will be able to craft ammunition for their weapons should they have the right materials for these weapons. Different types of wood for arrows can provide stronger hits, this may be due to the stability of the wood in question, and thus may add up to +5 to each roll using that crafted ammunition. As well as this, different types of arrowheads may provide harder damages dependent on the type of metal used. Ammunition will not exist in a character’s inventory until claimed for. Once claimed, admin will edit the crafted ammunition into your tribute’s inventory.

Crafting

A crafting list for each games will be available. Craftable items are dependent upon the materials your tribute holds and collects throughout the games. Many materials are found in successful search rolls, especially rolls of 2.

Not every craftable item will be available to every district. However, if we feel as if some tributes have learnt that particular craft, they will also be able to craft this item.

Craftable items are ultimately dependent upon the games in question. However, some items may carry over into recurrent games.

Donations

Our donation system is entirely based on betting odds. Now, we all know the capitolites like to bet on specific tributes to win the games, and our idea is that some tributes are going to have interchanging "odds" throughout the games. Odd provide the basis by which mentors will be able to donate to their tributes. Tributes with better odds, e.g. 1 in 3 will be able to have much better items donated to them compared with tributes who have 1 in 100 odds.

These odds will begin with the reaping, parade and interview. They will shift and change depending on each tribute's performance. Odds with shift dramatically after the Game Maker scores are given. Furthermore, odds will shift and change throughout the games, due to kills, health level, and overall strategy.

Any Mentor is required to have at least 3 posts with their tribute to be eligible to donate to them, they must also thread either a one-shot or a series of posts with a capitolite to provide justification for the collection of funds and support for the donation. Perhaps they watched them murder someone whilst they had been bathing? Or maybe they watched a young district twelve narrowly escape the careers?

Tributes may receive a basis of one donation a day, however, if a tribute has great odds, then they may be able to receive two donations on particular days.

The items in which mentors are able to donate to tributes change by day in the arena. One simply can't rely on donations for everything... can they?

There are EIGHT NPC characters in this games. They all have assigned names, playbys, and are going to be quickly played by members of the staff. After some discussion, we would like to make sure that the interactions with the NPCs are done in the fairest and most realistic way possible. So, the following rules of interaction have been created.

Step 1.
If the NPC is hiding, you must roll to find them.
If not! Great, attack them, talk to them (just know that these are NPCs and we don't have a ton of time to actually play them).

Step 2.
Once you have done your initial attack/interaction, you must wait for a reply. If your attack missed, it is a miss. If your attack hit, it will be a hit. The NPCs can reply with attacking you back revealing their HP/AC stats. The NPCs can also flee if it is in their nature. Finally, you may receive just a simple message to finish them off.

Step 3.
Continue in this manner. There will be no more one hit, one sentence lop offs of NPC characters in the games. These new rule hopefully will help build more stories.

Any questions, please address them with Suzi, Issy, or Felix.
